How the Statewide Violence Prevention Plan for Illinois: 2025-2029 website supports accessibility — its WCAG 2.1 AA and Illinois IITAA 2.1 conformance, how it is tested, and how to report a barrier.

The Illinois Criminal Justice Information Authority (ICJIA) is committed to making the Statewide Violence Prevention Plan for Illinois: 2025-2029 website usable by everyone, including people with disabilities. Measures to support accessibility

Accessibility is built into how this site is designed and developed. Among other measures, the site:

  • uses semantic HTML with clearly defined landmark regions (header, navigation, main content, and footer) so assistive technologies can navigate the page structure;
  • can be used with a keyboard alone, including its menus, and shows a visible focus indicator on links, buttons, and the search box;
  • provides a “skip to main content” link so keyboard and screen-reader users can bypass repeated navigation;
  • meets WCAG Level AA color-contrast requirements for text in both of its color themes, dark (the default) and light;
  • respects the operating-system “reduce motion” setting, turning off entrance animations and smooth scrolling for visitors who ask for reduced motion;
  • announces the number of site search results to screen-reader users; and
  • delivers page content as static HTML that remains readable if JavaScript is unavailable.

How this site is tested

We evaluate accessibility ourselves throughout development rather than relying on a single point-in-time review. Testing includes:

  • automated checks with axe-core and Lighthouse during development;
  • evaluation by hand of every page, in both color themes, against every WCAG 2.1 Level A and Level AA success criterion, including keyboard use, visible focus, color contrast, text alternatives for figures, and layout at narrow widths and high zoom; and
  • ongoing site-wide monitoring with Siteimprove.

This is a self-evaluation and is not a third-party certification. Automated tools cannot catch every barrier, which is why feedback from people who use the site is important to us.

Technical specifications

Accessibility of this site relies on the following technologies: HTML, WAI-ARIA, CSS, and JavaScript. These are used in ways that conform to the standards above. Pages are generated ahead of time and delivered as static HTML, so their content remains readable if JavaScript is turned off or unsupported; JavaScript is used for interactive features such as site search and the drop-down and mobile navigation menus.
