This document contains a log of accessibility updates and audits conducted on the Violence Prevention Plan for Illinois: 2025-2029 website.

  • Summary: Successfully fixed keyboard accessibility for code blocks on /legal/terms-of-service page. Changed approach from conditional scrollability detection to always making code elements focusable. Reran comprehensive audits and achieved ZERO VIOLATIONS across all 90 test runs.

  • Technical Notes:
    • Initial approach (conditional scrollability detection) failed because axe runs tests before JavaScript enhancements complete
    • Solution: Always make code elements focusable regardless of scrollability - this is better for accessibility anyway
    • Multiple timing strategies ensure enhancement runs before audit tools scan the page
    • Code elements now have: tabindex="0", role="region", aria-label="Code example"
    • Pre elements also receive focus-outline-visible class for visual keyboard focus indicator
    • Approach is more robust and works reliably with automated testing tools

2025-10-29 (Comprehensive accessibility audit tooling and live site assessment)

  • Summary: Implemented comprehensive accessibility audit infrastructure with Google Lighthouse and axe-core testing, executed full audits against production site, and created developer-friendly documentation portal cards for ongoing compliance monitoring.

2025-09-16 (Reference tooltip contrast hardening on /plan/*)

  • Summary: Increased color contrast for reference/citation popup tooltips across all Plan pages to meet/exceed WCAG 2.1 AA (4.5:1 normal text, 3:1 large text). Adjusted only CSS colors; no behavior/JS was changed.

      • Enforced high-contrast text and link colors inside tooltip content (white text; very light blue links with heavier underline; white on hover/focus)
      • Light theme tooltip bg: darkened from #424242 to #2d2d2d (white text → ~15.3:1)
      • Dark theme tooltip bg: changed from #616161 gray to #1a2234 dark navy (white text → ~15.7:1)
  • Before/After Contrast (approx.):
    • Light theme, text vs bg: was #fff on #424242 (~12.6:1 AA/AAA); now #fff on #2d2d2d (~15.3:1 AA/AAA)
    • Dark theme, text vs bg: was #fff on #616161 (~6.3:1 AA, borderline for some sub-elements); now #fff on #1a2234 (~15.7:1 AA/AAA)
    • Links inside tooltip: #e3f2fd on #2d2d2d or #1a2234 → 10+:1; hover/focus to #fff yields 15+:1
  • Technical Notes:
    • Scope limited to .reference-tooltip .v-tooltip__content and [role="tooltip"] to avoid spillover
    • Preserved all tooltip behavior, timing, positions, and JS; purely cosmetic color changes
    • Verified with automated axe run across /plan/* routes in both themes and three viewports: 0 violations; prior SiteImprove 1.44:1 false-negatives traced to lower-opacity/medium-emphasis text or gray bg in dark theme; both removed
    • These values align with project UI/UX guidance (subtle blue accents; strong contrast target ~8:1+)
  • Summary: Increased color contrast for the .signature text (“Delrice Adams”, “ICJIA Executive Director”; likewise for Lieutenant Governor section) by explicitly setting high‑contrast text colors in both themes.

  • Before/After Contrast (approx.):
    • Light: .signature on card surface (#F8F8F8) now uses black (#000) → ~21:1 (AA/AAA). Previously inherited theme text could resolve with reduced effective contrast depending on context and opacity, leading SiteImprove to flag it.
    • Dark: .signature on dark surface (#1E293B) uses on-surface text (#F1F5F9) → ~12.6:1 (AA/AAA)
  • Technical Notes:
    • Rules use theme-safe CSS variables for dark mode and a hard black in light mode per project standard for body text.
    • No layout/DOM changes; typography weight maintained.

2025-09-16 (Site-wide automated WCAG audit: contrast focus)

2025-09-16 (Contrast reinforcement: HomeLetters body paragraph)

  • Summary: Forced high-contrast text color for the body paragraph within the HomeLetters message card to prevent any inheritance/opacity paths that could reduce effective contrast and trigger SiteImprove flags.

    • app/components/content/HomeLetters.vue: Added rules to set color: rgb(var(--v-theme-on-surface)) !important; on .message-card-inner, .v-card-text, .message-text, and .message-text p.
  • Before/After Contrast (approx.):
    • Light (surface ~#F8F8F8): text now resolves to #000 equivalent → ~21:1 (AAA)
    • Dark (surface #1E293B): text resolves to on-surface (#F1F5F9) → ~12.6:1 (AAA)
  • Technical Notes:
    • Kept theme tokens to remain adaptive. The !important is scoped within the component to avoid global overrides.
  • Summary: Ran automated axe-core audits across all primary routes, 3 viewports, and both themes; no color contrast violations were detected. A few "incomplete" checks remain (common for dynamic content) and will be tracked.

2025-09-15 (Add Skip to navigation + focus management)

  • Added a second global skip link for keyboard users: “Skip to navigation,” modeled after R3 site behavior, alongside the existing “Skip to main content.” Both appear on Tab with high-contrast styling.
  • Files modified/created:
    • app/layouts/default.vue: Added a second anchor with .skip-link pointing to #site-navigation; implemented focusSiteNavigation() to focus desktop nav or the mobile menu trigger when desktop nav is hidden.
    • app/components/content/AppHeader.vue: Gave desktop <nav> an id="site-navigation" and added id="mobile-menu-trigger" to the hamburger button for mobile fallback focus.
  • Technical Notes:
    • Skip links are fixed-position and revealed on focus (top: 0); they include aria-labels and operate via click/Enter/Space.
    • Desktop: focuses <nav id="site-navigation"> with tabindex="-1" applied before focus.
    • Mobile: focuses the hamburger button (#mobile-menu-trigger) so users can open the menu immediately.
    • Verified with static build and manual keyboard navigation: both skip links are announced and visible.
  • Refactored AppFooter.vue bottom link row to ensure it renders consistently across all pages with required order, semantics, and responsive behavior. Re-ran local static axe audit to confirm 0 violations.

    • app/components/content/AppFooter.vue: Reordered and simplified bottom links; fixed exact order; added ARIA labels; ensured pipe dividers hidden on mobile with vertical stack and centered alignment; kept external ICJIA link new-tab with rel attributes. Verified no CSS hides the bottom row.

  • Technical Notes:
    • Links order: “© 2025 ICJIA” (external), “Privacy” (/legal/privacy-policy), “Accessibility” (/accessibility/documentation), “Terms of Service” (/legal/terms-of-service).
    • Desktop: items centered inline with “|” dividers (.footer-divider is hidden on ≤md via d-none d-md-inline).
    • Mobile: vertical stack using flex column; centered; dividers hidden.
    • Axe results: 0 violations across all tested routes (mobile/tablet/desktop, light/dark). Only typical “incomplete” checks remain.
  • Verified skip-to-content functionality across all routes using the default layout and ensured compliant focus management. Performed a full axe-core audit against the generated static site across all major routes, 3 viewports (mobile/tablet/desktop), and both themes.
  • Files modified/created:
    • app/layouts/default.vue: Added focusMainContent() handler to programmatically move focus to #main-content on skip link activation (click/Enter/Space); ensured target has tabindex="-1" and is scrolled into view. Kept high-contrast skip-link styles.
  • Technical Notes:
    • Layout provides a single skip link anchored to #main-content which wraps the primary slot inside <v-main role="main">. The same layout is used site‑wide, so the skip link is consistently present on every page.
    • Programmatic focus improves reliability across browsers/AT. Focus is moved without unexpected scroll jumps and then scrolled to the top of main content region.
    • Validation: yarn generate → served static output on port 59474 → ran BASE_URL=http://localhost:59474 yarn audit:axe.
    • Result: 0 critical, 0 serious violations on all tested routes/themes/viewports. Only "incomplete" findings remain (expected benign from axe heuristics).

2025-09-15 (Mobile drawer a11y: prevent focusable content when aria-hidden)

  • Resolved SiteImprove issue where inert/aria-hidden drawer still contained focusable children by deferring mount until open.
  • Files modified/created:
    • app/components/content/AppSidebar.vue: Replaced :aria-hidden/:inert pair with v-if="isOpen" on
  • Technical Notes:
    • This removes SSR/client style mismatch risk from v-show and prevents hidden-but-focusable content. Drawer opens/closes via v-model; when closed it is unmounted entirely. Vuetify handles focus trapping upon open.

2025-09-14 (Light theme contrast fixes + session-only theme + axe validation)

  • Implemented comprehensive light theme color-contrast fixes and ensured theme preference is session-only with default to dark on reload. Re-ran full static axe audit across routes/viewports/themes to confirm zero serious violations.
  • Files modified/created:
    • app/assets/css/main.scss: Added light theme CSS variable overrides to force black on-surface/on-background text; enforced #000 for headings/paragraphs/lists in .dynamic-content-page; ensured hero-image-caption uses #000 in light; added high-contrast link colors; ensured mobile drawer colors; added light-theme variable clamp to protect against v-theme--dark on light.
    • app/components/content/HomeHero.vue: Confirmed hero caption styling with light theme override to #000 and accessible hover color.
    • app/components/content/HomeGoalCard.vue: Verified light theme text tokens and added safeguards via global CSS variables to avoid low-contrast in mixed theme states.
    • app/plugins/vuetify.js: Verified default theme remains dark; no persistence across sessions; htmldata-theme set on first paint.
    • app/composables/useTheme.js: Confirmed session-only theme with default to dark; syncs Vuetify when toggled; initializes from sessionStorage only for current session.
    • scripts/axe-audit.js: Pre-set theme in sessionStorage and htmldata-theme before page scripts execute and force-sync Vuetify post-navigation to ensure accurate theme during audits.
  • Technical Notes:
    • Light theme overrides: Introduced explicit CSS custom properties under :root:not(data-theme="dark") to set --v-theme-on-surface, --v-theme-on-background, and --v-theme-on-app-bar to pure black (#000). This prevents low-contrast text when Vuetify renders dark components under light backgrounds.
    • Section backgrounds in light mode: Primary=#FAFAFA, Secondary=#E5E5E5; headings and body text set to #000 for ≥7:1 contrast.
    • Hero caption: .hero-image-caption set to #000 in light theme; hover/focus uses #0b3d91 with underline/focus outline semantics preserved.
    • Drawer: Light theme drawer styles force white surface + black text with accessible link palette and visible focus state.
    • Axe script: Now sets theme before navigation (evaluateOnNewDocument) and force-syncs Vuetify theme after navigation to remove stale v-theme classes during audits.
  • Validation (Static):
    • Built static site: yarn generate
    • Served: npx serve -l 3000 .output/public (auto-selected alternate port 51370)
    • Ran audit: BASE_URL=http://localhost:51370 yarn audit:axe
    • Result: 0 critical, 0 serious violations across all tested routes, viewports (mobile/tablet/desktop), and themes (dark/light). Only "incomplete" findings remain from axe (expected benign).
  • Implemented high-contrast, theme-agnostic skip-link styling and added a temporary client-side sanitizer for the accessibility audit log page to correct list and link semantics identified by axe.

    • app/layouts/default.vue: Replaced .skip-link CSS with explicit black/white, stronger specificity, and focus outline to meet WCAG 2.1 AA in both themes
    • app/pages/[...slug].vue: Added scoped onMounted sanitizer for /accessibility/audit-log to fix <ul> direct anchor children and ensure all anchors have accessible names
    • content/accessibility/audit-log.md: Clarified inline example by wrapping <a href="#..."> in code to prevent malformed HTML rendering
  • Technical Notes:
    • Skip link now renders at 21:1 text contrast on black background with 3px white focus outline, overriding dark-theme link color rules
    • Sanitizer transforms any ul > a pattern into ul > li > a and adds aria-label + sr-only text to empty anchors (route-scoped so it doesn’t affect other pages)
    • Post-fix axe results (spot checks): site-wide dark-theme skip-link violations cleared; audit-log page no longer flags color-contrast for skip-link; remaining issues on audit-log are addressed by sanitizer. Recommend re-running on a static preview (yarn generate:serve) for a clean pass without HMR interference

2025-09-14 (Static verification fixes: mobile drawer contrast + focusable scroll regions)

  • Updated mobile navigation drawer to be fully hidden from accessibility tree when closed and ensured compliant contrast when visible in light theme. Added keyboard-focusable behavior to scrollable pre/code blocks on Terms of Service.
  • Files modified/created:
    • app/components/content/AppSidebar.vue: Added v-show bound to open state and applied and when closed to remove from AX/AT; prepares for drawer-only visible state to be tested for contrast
    • app/pages/[...slug].vue: Added onMounted hook to make horizontally scrollable pre, code elements focusable with visible focus styles and aria-label on /legal/terms-of-service
  • Technical Notes:
    • v-show prevents off-canvas drawer from being considered in contrast calculations when closed; aria-hidden + inert ensure it’s not exposed to AT when closed
    • For scrollable code, tabindex=0 + role=region + aria-label provide keyboard access and name; this addresses axe scrollable-region-focusable on small screens
    • Next step: if any light-theme contrast remains inside the drawer when open, enforce white text for list-item titles/subtitles/icons within .mobile-nav-drawer

2025-09-14 (Comprehensive axe-core audit + local audit script)

  • Performed an automated accessibility audit using axe-core across major routes, 3 viewports (mobile/tablet/desktop), and both themes (dark/light). Added a reusable local audit script and captured JSON reports with a human-readable summary.

Key axe findings (representative)

    • color-contrast (serious): Skip link text computes to #64b5f6 on white background (2.21:1; expected 4.5:1). Sample node:

    • link-name (serious): One or more anchors rendered with no accessible text (likely malformed list/anchor structure in content)
    • list and listitem (serious): <ul> with direct <a> children and/or <a><li></li></a> nesting detected (invalid list semantics)
  • Legal pages
    • terms-of-service: 1–2 violations depending on viewport/theme (needs follow-up; likely content structure/links)

Prioritized remediation plan

  1. Critical/Serious (address first)
    • Skip link contrast (dark theme)
      • Recommended fix: Override theme-level link styling for .skip-link to use explicit high-contrast colors that surpass WCAG AA in all themes. For example:
        • Background: #000 (black), Text: #fff (white), Focus outline: 3px solid #fff; position and z-index per Accessibility Guide.
      • Rationale: Current themed anchor rule :root[data-theme="dark"] a { color: #64b5f6; } has higher specificity than .skip-link, causing inadequate contrast when axe computes the background as white.
    • List semantics and link names on /accessibility/audit-log
      • Ensure all lists have <li> children only; anchors must be inside <li> elements, not direct children of <ul>.
      • Ensure every focusable/link element has discernible text (or aria-label/aria-labelledby). Avoid rendering anchors containing only comment nodes or empty content.
      • Likely source: raw HTML markup or malformed markdown in content that produces <ul> > <a> and <a><li></li></a> structures. Search and normalize affected sections in content/accessibility/audit-log.md and any includes referenced by this page.
  2. Moderate
    • Re-validate legal pages (Privacy Policy, Terms of Service) for semantic structure and link names. Fix any heading hierarchy, list, or empty link text issues.
  3. Preventative hardening
    • Add a content lint step for list semantics (e.g., markdown or HTML AST validation) to catch invalid list/anchor structures during CI.
    • Add an end-to-end check that focuses the skip link and asserts a high-contrast style in both themes.

Manual testing highlights (per Accessibility Audit Prompt)

  • Keyboard navigation
    • Tab order flows correctly through header > content > footer.
    • Skip to main content: visible on focus; jumps to #main-content region with proper focusable target (tabindex="-1").
    • Focus indicators: Global outline styles present and visible.
  • Screen reader compatibility
    • Landmarks in app/layouts/default.vue: role="banner", role="main", role="contentinfo" present.
    • Live regions present for polite and assertive announcements.
  • Color contrast
    • Most light theme links exceed 4.5:1; dark theme content generally compliant. The skip-link is the notable exception under automated analysis and should be explicitly styled.
  • Forms
    • Feedback form previously documented with proper label association and aria-describedby; no new automated violations observed on /contact beyond the skip-link.
  • Semantic HTML
    • Dynamic content pages render with appropriate headings and list structures; the /accessibility/audit-log page requires list/anchor normalization as noted.

Next steps

  • Approve and implement the skip-link CSS override fix in app/layouts/default.vue using explicit black/white colors with focus outline to eliminate the recurring dark-theme violation.
  • Inspect and correct list structures and empty links in content/accessibility/audit-log.md (and any partials) to resolve list, listitem, and link-name issues.
  • Re-run yarn audit:axe and update this log with post-fix results. Also run a brief screen reader check (NVDA/VoiceOver) on the skip-link and the corrected list areas.

2025-08-11 (TOC ARIA semantics and keyboardable anchors)

  • Restructured TOC list semantics to comply with WCAG 2.1 AA and IITAA 2.1 by using role=list with listitem children and wrapping items in semantic anchors for proper names and focus.
  • Files modified/created:
    • app/pages/[...slug].vue: Updated TOC container to use aria-labelledby, added stable heading id, set v-list role=list and v-list-item role=listitem, wrapped content in <a href="#..."> (example shown as code to avoid malformed HTML in content), and removed faux button roles/handlers on list item.
  • Technical Notes:
    • Added const tocTitleId = "toc-heading" for stable reference and used aria-labelledby on the list.
    • Kept keyboard activation on the anchor; removed redundant tabindex/keydown handlers on non-interactive containers.
    • This resolves Lighthouse/axe issue: "Elements with an ARIA role that require children to contain a specific role" and ensures all items have accessible names.
